The souls of billions of humans who were born before Jesus came into the world. Also, the souls of people who have never heard the Gospel and haven't had a chance to accept Jesus. The only caveat to this is that they're mostly good people. Mostly bad people who haven't had a change to accept Jesus go to Purgatory which is like Limbo but with more suffering. They need to suffer for their evil deeds. After a few thousand years in Purgatory they can move to Limbo.
