How do you make text readable in blurry pics? Tried sharpen and photo zoom to no avail.

"There are a few techniques in photoshop you can use to sharpen an image. The two main ones are the "unsharp mask" filter and the 'high pass" filter method. The unsharp method is just two sliders you control to try get the best balance. The high pass method requires you to duplicate your base layer, apply a highpass filter to it(1-2 pixels), this turns it to a greyish image. Set the new layer to overlay and it will accentuate the outer lines.. This way of sharpening sometimes looks better than the standard filter effects... I say this with the hope that you have moderate skills in photoshop. The methods above are basic for basic sharpening, however in your pic as others have said, it's just too far gone. When they zoom in on movies(on a CCTV cam!?) it's complete nonsense because they are just tranferring to different hi-res photos during the zoom... "

Print it, and then try to recreate the letters by tracing with a pen. Sometimes you can recognize patterns this way and figure out a few letters, then maybe you can figure out a few words, then the whole thing.

You can't just try to piece it together with categories and headers? And then google to find similar points. Seems like that would be sufficient. "If you have multiple images of the subject (e.g. multiple frames of a video), there are some CSI-style techniques to combine them to a higher resolution image, see http://ieeexplore.ieee.org/xpl/freeabs_all.jsp?arnumber=1248635 as one of many examples. If you only have a single image you're pretty much out of luck, you can't "enhance" what isn't there. Enlarging the text, guessing one letter at a time and filling the blanks with speculations is your best option. "
