Some have pay phones in the cells some they call you out when it's your turn to make a call They had phones in the holding areas both times I was arrested I hogged the shit out of the phone for hours because it was mad boring while waiting for my Arraignment last time I was arrested

They confiscate your personal items, but they'll generally allow you to view numbers from your phone.
