Why do women wear bikinis to the beach for all to see, but freak out when someone sees them in their underwear?

I'm a woman and this baffles me too. I always see the answer consent and this is what confuses me even more. So as long as the woman wants strangers looking at her in the bikini it's okay but if a stranger were to accidentally go in a changing room and see her in her bra and panties it's crazy embarrassing? You willingly let other people see your body in public before?

Bikinis are meant to be seen. We know what's about to happen when we are at the beach in one. Underwear are meant to only be seen by special people. It's intimate.

Wearing a bikini is a conscious decision made by them to be seen. Walking in on them while they're in their underwear is not.

I don't expect people to see my panties, so they aren't always the cute ones. That and my bikini does actually cover more of my body.

I'm my experience, the ladies who confidently wear bikinis are NOT the same ladies who get upset if you see their undies. Not the same ladies at all. Nope. Different ladies.
