I feel like calling in an anonymous bomb threat wouldn't be enough to get people to actually fully evacuate the buildings, at least not for a full day. You'd need to find the right balance of causing destruction that's bad enough to have the towers *fully* vacated while minimizing the risk to the humans working there. If you knew where to go and had the right tools to do so, I think the best bet would be to sabotage the elevators of both towers early in the morning, before the majority of people got to work. Either that or cause real damage to the building's electrical system in a way that can't be quickly repaired. If you were a policeman, I think the most effective and realistic way to accomplish this would be to find an electrician or engineer capable of causing these problems, and take him hostage to get the job done.

That's plenty of time to drive to Logan Airport and shoot Mohammad Atta in the face. I know that's only one aircraft but it's probably the easiest way to make an impact.

Call the damn pentagon, only thing that could work, or You have access to a pretty powerful radio, change those frequencies and alert the feds, or And this one is the worst, but if pulled off correctly it might just do the trick. Call in a bomb alert at all those airports, all 5 of em.

Go to the FBI with all your info, say you are a time traveler and know that a tragedy is about to occur. Over time you could prove your knowledge but they would be stupid to not take precautions.

"I'd get all the "police line do not cross" tape I could and put it across all the entrances before it opens in the morning. Most people will be too scared to tamper with it. if the tape alone doesn't work, shoot out a couple windows from the inside, claim you were in a shootout with a guy that had a bomb strapped to his chest. call in a hostage situation and you'll have about 500 friends in blue show up to enforce that perimeter. The only flaw in my plan is that I don't know what to do when John McClane shows up. "
