https://www.sciencemag.org/news/2015/10/feature-giving-blind-people-sight-illuminates-brain-s-secrets This is an interesting article about a medical project in India that's restoring sight to people who have been blind since birth. It suggests that people who've been blind since birth find it difficult to interpret the information their eyes are sending them, and have to learn to see in a long, slow process that can take months or years. Thanks! This isn't an answer to your question, but I did learn things I didn't know when looking it up.

I wasn't completely blind, but i certainly could not see beyond 2 inches. I was ten years old, the first time i could see. I really don't remember it being shocking or strange, just suddenly my world was larger. t.v. was a trip, not sure what i expected, but before i was never interested, and for a short while i was enthralled. light filtering through trees. still gets me quartz on a river bed, or maybe just moving water in general. so many things fascinated me, that others must find boring.
