It depends. If you go to see if it might be necessary, and it turns out to be necessary, then it was necessary. It can be necessary for things like DUI that caused the accident, directing traffic, injuries, old people shaken up, one of the driver's not having insurance and trying to lie, a road rage enraged guy screaming at the 16 year old who cut him off, dang doesn't this match the description of the car for that bank robbery last week...better check it out..a whole lot of things could make it necessary but you never know before you go. If you go to find out if its necessary, and it turns out to be not necessary and you still hang around because you don't have another call yet to go to, then it's not necessary.

Traffic control is a big thing in emergency services . Alot of the time extra police are on scene to create a safe environment to remove the vehicles if need be or to remove patients if they are injured .It would make more sense if someone has a fender bender to pull the cars off to a safe spot and await police but that is rarely the case. People feel that they are gonna do a crime scene investigation for a minor Mva when they are not .

What about when someone has a dimebag of pot? Why do you have 3+ cop cars on the scene? Wouldn't they be better off waiting for a REAL crime?

Well, someone has to bring donuts, and another one has to bring coffee, so, yes, absolutely.

More like, is it necessary to have three cars for a traffic violation with one person in the car. See that shit in Dallas every day. Its like they think every college girl they pull over is gonna fucking shoot them in the face at random.

When there's no calls coming in, it's common for cops to drive by their shift partners and hang out, just in case something goes down.
