Judging from how skeletal the cat is in pictures it's probably renal (kidney) failure. I am not a vet, just a crazy cat person who's friend lost a cat to renal failure. If treated early they can lead a good life, but require frequent injections and a special low protein/low phosphorus/high fat diet . It gets expensive fast. I'm talking prescription cat food expensive. If it is advanced renal failure the vet will almost certainly say the cat needs to be put down. Medical treatment is the same for animals as humans. The sooner, the better. Regardless of whatever the problem is, that cat needs a vet ASAP. If the owner's can't or won't take it to the vet you might want to consider it yourself.

"Do searches for "cat rescue" in your area, maybe Google maps. There are literally thousands of small organizations that you would at least be able to talk to. They may even help you out in catching the cat, they're a pretty dedicated crowd, and they will respond to the pictures. Just do something! The rescue part is easier than the "find a permanent home part", which is a lower priority at the moment. "

If it's an outdoor cat as indicated by the picture, why is it so skinny? Maybe they are telling the truth about the parasite.

why don't you adopt him, and bring him inside the house? as for the neighbors, do you really trust them? sounds like an excuse and sounds like they just dont want to deal with it. like a withering houseplant they'll just let him die. you're as cruel as they are if you ignore it.

Without tests, there's no way to be sure, but the cat looks like he likely has a thyroid condition. i cannot imagine any 'incurable parasite' that would do that to a cat. If it was a parasite, it could be cured. Another possibility is feline leukemia. If your city is like most, many cruelty laws will not affect the people owning this animal. You would have to prove ownership, and that can be hard with an outdoor cat. If you want to do the 'right' thing for the cat, either take him in and bring him to a vet, keeping him indoors, or bring him to a shelter that will test and treat him. As a note, if you take him to a vet, you can then prove you have ownership of the animal.

"Seems like you havent talked to his owners about him very much. If youre very concerned, offer to 'take him in' (euthanize?) for them? Offer to help them with the cost of treating the parasite? (if cost is why the parasite is incurable) He looks damned sick but does not look very old. Bottom line is, he's their cat. Maybe they cant afford to save him. Whatever you mean by "quietly dropping him off", it sounds shady and would not be fair to kitty's owners. If youre going to take him to be euthanized, let them know so they can say goodbye to the little guy. "

I would contact the local chapter of the Society for Prevention of Cruelty to Animals and ask for their advice: http://www.spcala.com/

Why not just try some over the counter dewormer and see if that helps.
