The main mobile operators in Italy are TIM, Vodafone, 3 and Wind. Offers are continuously changing, especially during Christmas and summer time. But apart from billing considerations, it seems that your friend has a coverage issue. Bagnoregio is in the countryside and it's a scarcely populated area: before to move to a new operator it may be a good idea to test the coverage. Usually you cannot break a new contract before one year, I wouldn't risk to subscribe a new contract and find out that you still don't have signal. TIM and Vodafone have the highest radio coverage, afaik. Hope this helps

i'll x-post this to /italy (whitelist regime sub)
I can't vouch for their data plans, but I had Tre(3) when I lived in Italy and really loved it.
i used a wind connection this summer, the connection is great and it doesn't fall often. With wind you pay 20EUR per month but you'll have infinite traffic. By the way check for network coverage of wind in your area
