You would have to throw it over 60 mph to make up for the wind resistance and loss of momentum. It may also help to throw the baseball slightly in front of where the target is. I'd say 80mph is a decent guess. Although I'm still very early on in my engineering degree so I'm not sure how to calculate this

depends on how far apart the cars are. as soon you throw the baseball it will start loosing forward momentum because it is no longer being pushed forward by the motion of the car, also you have to overcome wind shear from having no wind block in between the 2 cars . I would say if the cars are relatively close to each other I would assume 60mph but honestly don't know.
