George and Harold, in turn, use their hypno-ring (unintentionally of course) on their grumpy principal, turning him into the ever-so-dizzy Captain Underpants. Now Captain Underpants must face off against the Bionic Booger Boy in a battle to save the day (and keep the school clean).
