The real credit for the idea of GST in India actually goes back to the government led by former Prime Minister Atal Bihari Vajpayee. It's a common misconception that it was a recent thing or only started when it was implemented in 2017. The initial steps and the conceptual framework were laid out way back in the year 2000.
Basically, the Vajpayee government set up an Empowered Committee of State Finance Ministers in 2000 to design a model for the Goods and Services Tax. This committee was headed by Asim Dasgupta, who was the Finance Minister of West Bengal at the time. The whole idea was to look into how India could have a unified indirect tax system, moving away from the messy central excise, state sales tax, and all the other different duties we had.
A couple of years later, there was the Kelkar Task Force on Indirect Taxes, led by Dr. Vijay Kelkar, which further recommended a comprehensive GST to replace the existing complex structure. This task force's recommendation really pushed the idea forward and provided a lot of the economic justification for it. That's why sometimes you'll hear Dr. Vijay Kelkar's name mentioned a lot in the context of the conceptualization, as his committee laid the detailed groundwork.
So, while Arun Jaitley was the Finance Minister who finally saw it through to implementation in 2017 after years of political negotiation, and P Chidambaram also pushed the idea in his budget speeches around 2005-2006, the original political backing and the first official committee to draft the framework were initiated by the Atal Bihari Vajpayee government in 2000. It took almost 17 years and multiple governments to finally get it done, which tells you how complicated it was to get all the states and the center to agree on one uniform tax system. It was definitely a long-term project that started decades before it became a reality.

I think the most accurate answer is that the idea was first proposed by the Atal Bihari Vajpayee government back in 2000. They are the ones who officially constituted a committee to start working on the design and framework for a Goods and Services Tax. That committee was the Empowered Committee of State Finance Ministers. It was an initial spark that started the whole process, even though it took forever to actually implement it.

You should look into the Kelkar Task Force. The name that often comes up for providing the actual blueprint or the detailed framework that made GST a feasible idea is Dr. Vijay Kelkar. His Task Force on Indirect Taxes, which submitted its report in 2002-2003, strongly recommended a comprehensive GST to clean up the tax system and reduce the cascading effect of taxes. So he's the guy who really outlined the 'how to' for the concept.

A lot of people confuse who started the idea versus who implemented it. Arun Jaitley was the Finance Minister when GST finally got passed and implemented in 2017, but the idea itself was launched by former PM Atal Bihari Vajpayee's government around 2000. Always check the initial committee formation date for these things.

It’s definitely the Vajpayee government from around 2000. They were the ones who really kicked off the whole thing by forming a committee of state finance ministers to start designing the GST structure. That’s the first concrete, official step taken towards it. Before that, it was just talk, but they got the ball rolling.
