If Earth had had a planetary neighbour close enough to see with a basic telescope which had also evolved intelligent life at the same time what effect do you think it would have had on human history

The planet would have been much further than the moon. Therefore we wouldn't have been able to see anything letting us known life existed on the other planet until we sent fairly high resolution cameras on orbiting probes. We would have discovered their radio signals almost immediately upon inventing radio which would have have occurred before we could see them.

Think discovery of America. That. (e.g. millions dying of new diseases, slavery, abuse by whoever is ahead in technology, etc.)
I think the space age would have come a lot sooner. There would have been a much more real incentive to get people traveling in space. It probably would have gotten us to things like computers sooner as well.

communicating with them would be easy. Radio signals travel at the speed of light.
Space exploration would probably happen sooner, also more space based weapons. We don't like things we don't know.
More dumb religions and more war.
