You have the ability to raise something by .1% how do you cause the most chaos?

According to Wikipedia, the average depth of the ocean is 12,000 feet, so raising it by .1% would be raising it by 12 feet. Many of the cities of the world are coastal, and all will suffer, many becoming uninhabitable. Think of the devastation of New Orleans after Katrina, or Texas after Harvey....and apply that to almost every coastal city across the globe. And it's permanent. There's no recovery. No streets, no basements, no electricity or water or sewage system. No way to bring food in. EVER. There would be an inland exodus to higher ground, stressing what resources are available. Economies would collapse. Civil unrest. Refugees from international locations would flood in. What do you expect Caribbean residents to do...drown? It would go a long way to collapsing civilization as we know it, and the devastation, loss of property, and loss of life would be unrivaled.
