"Oda Nobunaga. To quote wikipedia, "The Enryaku-ji monastery on Mt. Hiei, with its sohei (warrior monks) of the Tendai school who aided the anti-Nobunaga group by helping Azai-Asakura alliance, was an issue for Nobunaga since the monastery was so close to his base of power. Nobunaga attacked Enryaku-ji and razed it in Oct. 1571, killing "monks, laymen, women and children" in the process. The whole mountainside was a great slaughterhouse, and the sight was one of unbearable horror." Basically, Nobunaga felt slightly threatened by some warrior monks that were near his powerbase, so he decided to slaughter every man woman and child in the area just to be sure he got anyone that might have been plotting against him. "

I feel like some of the old Emporers of great civilizations should make this list. The Emporer Nero comes to mind.

Tamerlane doesn't get enough grief. As far as I can tell he was a cruel, bloodthirsty, genocidal maniac straight from central casting. Almost all his contemporaries loathed him. The fact that he is revered in so much of the Muslim world probably explains why he doesn't have a poorer reputation elsewhere.
