Before taking their driving test, should people have to take a ""car knowledge"" test which asks them questions about the inner-workings of all types of vehicles and is a hands-on examination? Why, why not?

"I'd rather prefer that be added to the knowledge test already required as a couple questions like "Should you keep driving if there's smoke coming out of your hood or a nail in your tire?" and some questions about what each picture like the check engine light means. And I think part of the practical should be turning on wipers and high beams. "

It isn't necessary for the safety of using a car, so I don't really see the point. This is like asking someone to show the chemistry breakdown of water in order to pass their swimming test.
Should you be able to explain how Maillard reaction works in order to cook a steak ? No, because nobody cares.
