WB games makes superhero games. They also have the Nemesis system with Shadow of Mordor/War. Why haven't they made a superhero game with a nemesis system where you take down a hierarchy of super villains?

I know it's a system that needs the game to be based around it but this could be really good. You could have various factions with one being the cops who are friendly and will try to help you. It could start in a pretty standard world with low powers but as time goes on those that defeat you could slowly gain powers depending on a few things. They could fight over parts of the city and you could maybe do things like protect cops and give them special powers in your fight for the city. What I think is the best thing about this idea is that it could be either a new villain or a well known one with a good rogues gallery. It could show origin stories really well as the villains evolve out.

I imagine it would be difficult to make a supervillain nemesis system that isn't pretty bland. Like, it's one thing to have a variety or Orcs who use different weapons and tactics and stuff, it's another thing entirely to have a system where every person is a unique supervillain
