Truckee resident here. We had similar experiences with extremely flaky landlords. I suggest you call Dickson Realty and ask them to help you find a place. A lot of these places are second homes and vacation rentals and usually legit landlords don't really want to deal with the hassle of renting the place, so they list it with a place like Dickson. They put us in our current place and we love it here. If they can't help you PM me and I can go out and grab apartment finder fliers and shit like that and feed you some phone numbers. I moved out to Davis from Jersey City the same way, I had a friend from college who'd already moved out check out the place for me. It worked really smoothly. Hope somebody can come through for you, sorry to not be more helpful myself. Here's something mildly useful: no one out here jay-walks. They wait for the lights even if there are no cars in sight. It's fucking creepy.

Don't worry about it, the places that will call you back are for tourists. When you get there check into a little motel for a few days - drive around - you'll find a great place to live. I've lived in Tahoma and North Incline before and never had a problem finding an awesome place. The locals use the local paper to put ads in - not craigslist.
