On a broad scale? Pass laws making gender identity a protected class, nationalize healthcare including HRT and surgery, make schools educate on trans issues federally, and give them better representation in popular media. On a day-to-day basis...well, it's probably more fortuitous to try and keep trans people from being murdered than to target murderers themselves. Donating to charities, watching out for your trans friends any way you can, just generally not tolerating bigoted language towards them. The simple fact is that disproportionate attacks on oppressed minorities largely come from said minorities being not accepted or normalized. Any effort you can make to furthering the acceptance of LGBT folk could make the difference.

I think teaching about people that are transgender and educating cis people on things like dysphoria would be a definite start The real question is when is that going to happen

A lot of trans people are forced into prostitution. Legalising sex work and making that safer would be a good start. Increasing trans acceptance would too. Being homophobic is no longer acceptable, but bigots are now aiming much of the same bigotry they used to target at gays towards trans women (trans men seem to be far less of an issue).

And most of those murders are from domestic or sexual partners. So I would think the best way to lower the murder rate is education on domestic abuse, the resources available for domestic abuse victims, and perhaps training for people in that resource for the unique challenges faced by trans partners. "

From some quick googling, it seems that majority of the recorded cases around the world happen in Brazil. Domestically, in the US, the majority of trans murders seems to occur to trans people who can't find employment and resort to prostitution. So I'd say legalize prostitution in the first instance, so prostitutes (trans or not) can practice their profession in a safe environment with law enforcement protection, and STD/alcohol/drug screening for clients.
