A ten pond sledge hammer is about 3 inches in diameter. It kind of looks like that's what hit your car. And if it's true that they take the keys so they can move the car, would that not suggest that one of the attendants would have to be present at all times? Or at least been there to move said car that hit yours? I'm with you on being suspicious here. All I can say is I hope you got more photo's than this. Hopefully you have a friend who is an attorney and you should see if there are surveillance cameras.

Yeah, I'd say you were getting scammed. Tell your insurance company this story. They should be able to learn whether or not other people have used his repair shop to get repairs after having their cars mysteriously damaged in his parking lot.

Sounds fishy to me to, I would look into whether or not you legally have to use their shop to get them to cover the repairs.

Do it the right way, through your insurance. Like Cyberhwk said, get estimates from where YOU would get your car repaired, and then have them choose. They'll likely go with the cheapest one, and if they refuse, tell them they'll need to pay the deductible. (For the record, if that's not a terribly fancy car, the bumper replacement should cost ~$600 at a decent shop, so with that information the owner might just decided to reimburse you for the deductible)

Check with BBB and /or State AG. Find out if this is an isolated incident. Do nothing without go ahead from your insurance. Also double check their liability. Giving them your keys may make them responsible.

You can drive the car away, and mail him a bill for damage that wasn't done, way overpriced, because it is from your "mechanic" who might be your cousin. So he has to look out for his interests also. He is at greater risk of losing here. I would just decide to go through your insurance. "

I would get estimates from multiple places then tell him to pick. You could also let him do the repairs then sue him in Small Claims if they do a shitty job (just be sure you don't sign any waivers). It's distinctly possible it's on the level and he just gets a huge discount from throwing business the shop's way, but I understand you being skeptical too.
