If blood donations are tested for disease, why are there restrictions on who can donate?

tattoos and piercings? hepatitis. you need to have a specific antigen for each disease you test for so if they missed out on a disease there might be trouble. This also goes back to blood being bought from homeless people (for cash) and it being infected with hepatitis and aids. so they rule out certain groups that might harbour these diseases

Because not all diseases show up in your blood immediately. I for example can't give blood because I once had a blood transfusion so I might have contracted a form of Creutzfeldt-Jakob (vCJD). Nobody who has received a blood donation after 1980 is allowed to give blood in the NL for that reason.
To save time and resources.
They also stop people on certain kinds of medication. I don't know if they can't or if it's too much work to take it out of the blood.
