It is hard to answer this. It really depends on what kind of lifestyle they want to have. Lakeside, forrest, ocean and beaches, country side. Also their preference on temperatures throughout the year. Also, if they prefer to make home meals or dine at fancy restaurants. So many factors to choose from, for a place to retire.

England...? Anywhere near the coast is good, but go for places like Salcombe and other places on the south coast if you don't want to get stabbed.

America has its issues, but if you're retiring here, I'd suggest the wilderness of Montana. Build a cabin out there and you will never have to encounter other humans. Plus it's a beautiful landscape.
