I would recommend knocking on her door and telling her that the sound comes through the walls pretty clearly and that you would like to agree on quiet hours. By living in an apartment, you've kind of signed up for close quarters living, but most any musician is aware that not everyone wants to hear their scales /all/ the time. If she then tells you to go blow yourself, then continue with all of the other ideas presented here in order.

This is kind of mean. I'm glad I'm not your neighbor, for I've been trying to learn to sing and my teacher insists that I need to sing louder on high notes. I guess you are probably glad I'm not your neighbor too.

You mention you're a musician. Perhaps you could knock on her door when she's practicing and offer to teach her some moves?

Buy a small beginners practice book for any one of those instruments and slip it under her door. If you don't think she'll get the hint, you can put an anonymous note on it that says something like 'please use this'.
