Are you both on a lease conctractually obligated to pay a landlord? Are you the landlord? Do you have a contract between you and him where he is obligated to pay you? 1) If you have a landlord and you’re both on the lease, you’re fucked. 2) If you have a contract and you are the landlord, evict him under the scope of the law. Whatever the law is in your state, follow that process. 3) If he is not on a contract and he is not paying you rent, kick his ass out. When he leaves throw all his shit out and change the locks. There’s nothing he can do.

Usually it’s a 30 day thing. Do you have a written agreement? I’d just give him a letter saying he needs to be gone in 30 days or his shit is gonna be on the curb.
What was the amount for that was supposed to be by X date? If he didn’t pay that in full I believe you can evict him right away and give him a few days. Other than that, it’s usually a months notice given to a tenant.
I don’t know about Canada but in the US you would need to have him legally evicted. Here you generally cannot make someone leave their legal residence for nonpayment of rent. Check with your local housing department.
