The choice is more complicated than simply finding a violent criminal who has committed a high-profile crime. In recent years, bureau officials have also tried to select other dangerous fugitives who may have been hiding in plain sight but could be recognized by the public because they have distinctive physical features.
They place themselves upon a toilet, and then proceed to leave their waste in the toilet. During they process, they make a lot of loud grunts and other various noises. They record the sound, and play it back once finished. If during the process they made a noise that sounds like someone’s name, they make the list.
For some reason, I think the Top-10 list doesn’t state all possible charges against the accused. I had the same thought as you about Toth. But maybe there are additional, non-public charges that aren’t published. For example, there was no mention of 9-11 on OBL’s 10 most wanted page. It only talked about the bombing of a US embassy in Africa.
He’s also wanted in Maryland where he’s accused of child porn production. And then he ran. The real answer is that some are symbolic and some are ones they are actively looking for.
