Nebraska public schools actually perform pretty well, but they also lack the most common qualities of poor performing schools. The student population is fairly homogenous (although that has begun to change in the last decade). Most schools do not operate in urban locations. Citizens consistently approve school bonds and the schools are generally funded adequately.
Not really a state thing, but I went to a high school that was number one in the state for positive drug tests(according to the company that did the tests) and last in drop outs.
