People might not like me saying this, but I think Pol Pot was worse than Hitler. Hitler was a broken personality and he was insane. Pol Pot was a complete personality and sane but misguided. He was a reactionary who wanted to return his country to an agrarian age 8,000 years ago because he wrongly believed that it had been some kind of paradise. If you're having trouble why I consider that sane, Marija Gimbutas had similar beliefs, but she didn't murder 2 million Lithuanians to make her beliefs a reality. Pol Pot was responsible for the death of 2 million of his fellow Cambodians, including murders by immurement (live burial). Both she and Pol Pot were wrong. There is no return to pristinity and also the Neolithic was not any kind of paradise. In fact it was a drab, dull, fairly awful time in human prehistory. I'm glad it's gone and I'm glad idiots like Pol Pot won't recur.

I hesitate to put him on the list because while he did have an enoumous body count by the end of his career, he was apparently a very wise and fair ruler. The turbocharged violence only really came out if someone pissed him off first. By, say, murdering his envoys/ambassadors.

Toy Box Killer. Hitler thought he was doing something right was a sick drug fueled guy who did it for reason other than suffering (debatably). Targeting women tying them down and then laughing while you play a tape of rhe tortured and rapes they'll suffer is fucked up. He wasn't a rapist cuz he would film his actions after pain or fear knocked them out, then force them to watch. Keep them in a box for weeks, having his wife do so too. Taunt them then drug them and lay them down in some country with no memory or life. He was personal and vindictive, if it were up to me his punishment, you'd think me an in humane monster, cuz I'd inflict some fucked up shit on that guy and feel totally ok with it

An uncommon one is Napoleon. Just to get an idea of who he really was, after losing a siege he had his army fire their left over ammunition before retreating, into a civilian town. His most capable general was also very popular, so when he retreated he left that general and his entire army behind, and refused to allow them to return to France.  Statistically he killed more French than just about anyone else, and per-capita killed more innocents than people like Stalin and Mao and Hitler. No one considers him because the actual numbers are pretty low, but keep in mind there were no trains, no poison gas, guns were more primitive and most importantly the population was much much lower. Fuck Napoleon. Edit: added minor details and corrected some spelling.

Mao Zedong was worse. Killed way more people. Andrew Jackson was at least equally bad, from the perspective of the Cherokee. Statistically, Andrew Jackson was way more effective at eradication of the Cherokee than Hitler was with the Jews, and Jackson didn't particularly care if they lived or died, they were just in his way.
